Is state proposal to woo Amazon a public record?

Pennsylvania’s Office of Open Records has ruled that the package offered to incentivize Amazon to establish a new headquarters in the Lehigh Valley is a public record.  New Jersey’s pitch includes $7 billion in tax breaks. There is at least one case pending in New Jersey for access to these records under OPRA.
