Does too small a meeting space violate the OPMA?

The below article discusses the Open Public Meetings Act (OPMA) with respect to accommodating large crowds. NJFOG officers Walter Luers and John Paff were interviewed.  Paff “said he’d never seen a lawsuit where a governing body was challenged on public access for having too small of a meeting place.” Luers said that a court might view the opportunity to submit written comments as “providing equal opportunity to be heard.”
