Conflict heats up between council president, resident who questions transparency.

Should a governing body be able to take action on a topic added to the meeting agenda last minute? It happens all the time, frequently for matters that would draw public criticism if advance notice were given.  This demonstrates why there is a need for a stronger notice requirement in the statute.  Another issue brought to light by this article concerns a citizen’s right to speak during the public comment portion of a meeting.  In this case, a speaker was cut off and told to sit down before his time had expired because, it appears per the news report, a council member didn’t want to hear more.  The OPMA and First Amendment may have something to say about that.  -NJFOG
