Parsippany-Troy Hills Twp. denies OPRA request for records it provided in the past

There is an interesting issue here. According to the Parsippany Focus, Parsippany-Troy Hills Township provided certain budget documents in the past and even posted them on the township’s website, but this year didn’t release them and denied an OPRA request for them.  NJFOG called the township clerk for clarification.  Per the clerk, the 2015 municipal budget has not yet been introduced, and there will be a separate public hearing when it is.  The scheduled “hearings” are special meetings at which the department heads report/discuss department budgets with the township council.  The preliminary documents become public records at the time they are first discussed at an open public meeting.   – NJFOG
